The Council of Lesaka began a campaign to rationalise the use of cars and raise awareness in order to change our habits regarding mobility. CRAN (Environmental Resource Centre of Navarra) promoted a "Programme of Educational and Social Measures to save energy and use energy efficiently". One of the measures included was the promotion of sustainable mobility. As part of its Corporate Social Responsibility Plan, ACERALIA undertook to collaborate in the funding of the activities related to this campaign.



Meanwhile...
Lesaka's schools had been working on this subject for some time, given that they suffer from the problem more than most. The schools and parents' associations organised awareness-raising activities and campaigns to promote changes in habits. They also demanded technical solutions from the Council.
Who takes part in the programme?
Sustainable Mobility Programme 2005 A simple questionnaire was sent to local shops (not many replies were received, but the problem and the need for a solution were acknowledged).
Work was performed with schools to record all the "problem spots" which pupils found on their way to and from school on foot or by bike (the result was very interesting: 75 hazard or difficulty spots).

Programme conclusions session
24th of October 2005. Objectives:
The three parties mutually and reciprocally acknowledge the legal capacity required to enter in contract, as declared under their own exclusive responsibility, and to the intended end agree to sign a collaboration agreement regarding the Monument to Padre Donosti located in Agiña, in the municipal district of Lesaka, and the exhibition "Piedra en el Paisaje/Harria Paisaian (Stone in the Landscape). Oteiza-Vallet. Agiña, Lesaka 1956-59”.
In view of the importance to Art History of the monument built in 1957, designed by the artist Jorge Oteiza with the participation of the architect Luis Vallet, and considering that this monument was commissioned and paid for by "Sociedad de Ciencias Aranzadi", that its emplacement belongs to the Council of Lesaka and that "Fundación Museo Jorge Oteiza" is the heir and guardian of Jorge Oteiza's intellectual legacy. With the objective of preserving it and disseminating its values as a significant component of our Cultural Heritage, the aforementioned parties agree on the following points:
1. "Sociedad de Ciencias Aranzadi Zientzi Elkartea" undertakes to perform the restoration work required in order to conserve the state of preservation of Oteiza's sculpture and Vallet's chapel. In this area, it shall follow the preservation guidelines agreed upon unanimously by the three parties. Likewise, it shall cover the economic cost of restoration.
2. La Sociedad de "Sociedad de Ciencias Aranzadi Zientzi Elkartea" undertakes to clear the vegetation which partially conceals the cromlechs located around the monument and to monitor cleaning work from an archaeological perspective. Likewise, it shall cover the economic cost of this work.
3. "Sociedad de Ciencias Aranzadi Zientzi Elkartea" undertakes to advise the Council of Lesaka regarding the archaeological and natural heritage of this environment. 
4. "Sociedad de Ciencias Aranzadi Zientzi Elkartea" undertakes to provide, free of charge, the information and temporarily transfer the historical documentation needed in order to design a monographic exhibition on the monument, currently being organised by "Fundación Oteiza".
5. "Fundación Museo Jorge Oteiza" undertakes to graphically reflect the support of "Sociedad de Ciencias Aranzadi" and the Council of Lesaka in the printed information and publications which it is to publish, using the formula "with the collaboration of "Sociedad de Ciencias Aranzadi" and the Council of Lesaka". Likewise, it shall cover the economic cost of the exhibition and the materials and tools of dissemination.
6. "Fundación Museo Jorge Oteiza" shall promote the transfer of the exhibition of the monument dedicated to Padre Donosti to San Sebastián during 2006.
7. "Fundación Museo Jorge Oteiza" undertakes to provide free acccess to those groups which attend as part of tours organised by the Council of Lesaka within the framework of this agreement.
8. The Council of Lesaka undertakes to renew the perimeter enclosure around the monument and to fit a new closing system on the main gate. Likewise, it shall cover the economic cost of the new enclosure.
9. The Council of Lesaka undertakes to duly signpost access to the monument. Likewise, it shall cover the economic cost of signposting. 
10. The Council of Lesaka undertakes to relocate the bin located at the entrance to the track leading to Agiña to a new emplacement. Likewise, it shall cover the economic cost of relocation.
11. The Council of Lesaka undertakes to regularly clear the shrub vegetation in the area and to remove the organic waste which livestock may leave inside the chapel. Likewise, it shall cover the economic cost of this work.
12. The three parties undertake to publicise this agreement and the action to be taken within their internal organs of dissemination and via all types of media by reference to this agreement.
13. In view of the work performed by "Sociedad de Ciencias Aranzadi", the Council of Lesaka undertakes to become a member of "Aranzadi" as of the 1st of January 2006.
14. The Council of Lesaka undertakes to organise a teaching programme and guided tours of the emplacement of the monument, developing a programme agreed upon by the three parties within the framework of the duration of the exhibition. Likewise, it shall bear the economic deficit which this activity may create.
15. In view of the bond between Jorge Oteiza and "Sociedad de Ciencias Aranzadi" and in order to continue supporting its activities, as Jorge Oteiza did during his lifetime, "Fundación Museo Jorge Oteiza" undertakes to propose becoming a member of "Aranzadi" as of the 1st of January 2006 before the Board of the Foundation.
16. The three parties undertake to include their addresses in their respective mailing lists in order to continue exchanging information regarding their activities in the fields of culture and the environment.
